Ogden man pleads guilty after throwing puppies out of car window while driving on US-89

FRUIT HEIGHTS, Utah (KUTV) — An Ogden man pleaded guilty to four third-degree felony counts of torture of a companion animal on Monday.

In October 2025, Memphis Lor, 25, was arrested after he threw six three-week-old puppies out of a car window while driving at highway speeds on U.S.-89 in Davis County.

The mother of the puppies was later found abandoned near the Bountiful Pond. Animal Care of Davis County said she was found "in a state of severe emaciation and neglect."

Lor's other charges of felony torture of a companion animal and a misdemeanor were dismissed as part of the guilty plea.

Animal Care of Davis County Director Michelle Hicks said the survival of the puppies as well as the recovery of the mother, named "Mama Otter," would not have been possible without the quick actions of Davis County residents and drivers who stopped to rescue the puppies.

"This incident is a reminder that Davis County residents show up and care about others, including animals, "said Hicks. "We are particularly moved by the dedicated community members who stood with us in the courtroom during these proceedings. Their consistent presence ensured that the animals and their rights are not forgotten, and that our collective voice for justice is heard. Knowing these heartless actions have serious legal consequences is crucial to animal and human safety."

Sentencing for Lor was scheduled to take place in May 2026.
